The ETIAS application is entirely online, it will not be necessary to go through an embassy or consulate. Applicants will need a Mauritian passport (valid for at least 3 months after the intended date of departure from the Schengen Area) and a debit or credit to pay the ETIAS fee. An email address is also required to receive ETIAS status updates.
